Because of the necessity of renegotiating the Lippincott contract, which took considerable effort through January, and my desire (unaccomplished) to get the budgeting process on a sounder basis, I did not give as much attention to future planning as would be desirable. I am certain that, as a consequence of your comments, and the sharing of that sentiment by most Council members, progress will be made in that area during the coming year.
