Mr. President,
I am confident that,
in marshalling before you the facts
which bear on the "improvement of
man in body and mind," I shall
not be compelled to depart from
the principles so often discussed in
the meetings of this association.
For let me say at the outset that
there is not a single means applied
to the improvement of the lower
animals, whether it be the effect of
food, climate, shelter, treatment,
